CERA joined Transit Capital Partners Joint Venture (TCP) to provide program management services to support CTA’s Infrastructure Core Program and RPM Phase One project. Under this task order, CERA provides cultural and historic preservation services in support of CTA’s capital projects. Responsibilities include updating CTA’s programmatic agreement documenting the cultural and historical significance of rail stations, conducting architectural reviews and site inspections, and preparing f indings for review by the Federal Transit Administration, Illinois SHPO, Landmarks Chicago, and other agencies. CERA delivers technical assistance on NEPA and NHPA compliance, coordinates with multiple external stakeholders, and ensures project documentation aligns with federal, state, and local requirements. The team also reviews design and financial documents, supports interagency coordination, and presents preservation and environmental compliance requirements to the public and partner agencies, helping CTA achieve timely and compliant project delivery.
